́As regards the statement in the note from the Wai chiaopu that the abolition of the foreign Post offi 00 în China was proposed by the Chinese delegate at the Postal Union Congress at kadrid and was supported by a majority, I am to state that Postal Union Congresses have always refrained from expressing any opinion in much matters as the propriety of the maintenanes by one Postal Adkinistration of agensies in the territory of another; and the Madrid Congress was no exeeption in this respect. There was no formal proposal submitted to the Congress on

the question, and therefore no vote. But at one of the concluding sittings the Chinese Delegate made a statement referring to the progress which had been made by the Chinese Post office, to its complete adhesion to the Postal Union and to the anachronim of the foreign Agenales, and expressed the hope that the delegates would advooste the withdrawal of the Agencies with their respective Govern

ments. The Chinese Delegate also read a letter from the Delegate of the United States in which that gentleman stated that he was authorized by his dovernment to express

the sympathy felt by the United States for the desire of

the Chinese Government that all the foreign Post Offices

should be withdrawn from its territory. The United

States would be glad to contribute to an unanimous movement

of all foreign Countries for the cessation of the postal

operations carried on by other nations in the territory

of china. The Congress made no comment on the chinese

declaration and with the reading of the letter from the

United States the matter ended.
